If I use Settings / Apps / Optional update to uninstall Notepad it will uninstall both of those and reinstall bring both of those back I post to your original thread in Windows forum was taken from my desktop (Win 10 Pro 20H2) and there Optional features / uninstall and Add optional features / Install work without issues, but two of my laptops had some issues. Properties / Details give identical file- and product version, but those have different icons. I check this on three PC's and all had two Notepad.exe as you find, but that one in System32 is linked to Start menu icon. The Microsoft Notepad app seems to have disappeared from my computer, and I am unable to reinstall it from Optional features under 'Apps and features'.
